Chachamim say that we bring Bikurim from Ever ha'Yarden (Bikurim 1:10). R. Yosi ha'Gelili exempts, for it is not "Zavas Chalav u'Devash." Some exempt due to "Asher Nasati Li", and not what I took for myself (Yerushalmi Bikurim 1:8). Tashbatz (3:198) - it is like Eretz Yisrael even for Mitzvos that depend on the land. It seems that the Rambam (Hilchos Terumos Perek 1) agrees. He explains why Surya is only partially like Eretz Yisrael, but does not mention Ever ha'Yarden. Radvaz (1:2) learns from Erchin 32b (the law of walled cities applies in Ever ha'Yarden). Derech Emunah (1:2) brings from Bava Basra 56a that whatever Hashem showed Moshe, Ma'aser applies there. (Hashem showed him "the entire land - Gilad? this is what I swore to give to the Avos' seed, and you will not go there" Devarim 34:1,4.) Yeshu'os Malko (1:2) - it became like Eretz Yisrael after Yehoshua conquered Eretz Yisrael. Birkei Yosef OC 489:3] says that Tana'im argue about this. Toras ha'Aretz (2:58) says that the Kesef Mishneh, Ri Korkus and R. Shlomo Siriliyo hold that it is unlike Eretz Yisrael.
