To whom does "Ish Mahir bi'Mlachto" apply?

Sanhedrin 104b: A Bas Kol applied this to Shlomo. He built the Mikdash before his house, and rushed to build it quicker (in seven years) than his house (in 13 years).

R. Yonah: It praises the Midah of Zerizus 1 - doing one's work quickly. When one must do a job, he is not quiet until he finishes it. This includes preparation for it; he does not delay it for another day. He engages in it without idleness and cessation due to laziness. It praises Zerizus after "Al Taseg Gevul Olam", for all the fences that the Avos made for Torah, they are from the way of Zerizus 2 . They said, if one will not be careful about this, later he will transgress Torah law. "U'Shmartem Es Mishmarti" (Vayikra 18:30) - make a guarding for My guarding (Mo'ed Katan 5a).

Malbim: He is a very skilled in his trade, therefore he stands in front of kings to do their work.

R. Yonah Zerizus is seeing the result, and guarding from it before its time. It says (Chulin 107b), is he zealous not to touch the food? No, he is zealous to wash beforehand. Zerizus brings to Nekiyus (clean from sin; Avodah Zarah 20b). This Sefer constantly praises it.

R. Yonah: Or, you can say that it puts Zerizus here, after Zehirus (being careful) - Zehirus leads to Zerizus (Avodah Zarah 20b).

Why does it say "Lifnei Melachim Yisyatzav"?

Rashi (Sanhedrin 104b): He will be in Gan Eden.

R. Yonah: Kings ask and seek such a zealous man. He is proper for their service.

Why does it say "Bal Yisyatzev Lifnei Chashuchim"?

1.

Rashi (Sanhedrin 104b): He will not be in Gehinom.

R. Yonah: He will not stand in front of the poor. The Targum of "me'Ashpos Yarim Evyon" (Tehilim 113:7) is 'me'Kilkalta Yarim Chasheicha.'

Malbim #1: Even though he is quick, and can work also for commoners, after he was chosen for the king's work, he will not lower his level to work for Chashuchim. He cannot stand in front of them, for they do not understand fine crafts, only crude tasks. They do not esteem his work.

Malbim #2: This is a metaphor for man, and an admonition - his work in this world is the work of the great King, to guard His Mitzvos and Toros, and grow wise in His Emes. One who is quick in his work to stand in front of the King, he will not lower himself to serve dark animalistic physicality and neglect the King's work. Also, his spiritual work for his King is not accepted among those who dwell in darkness.
