Radak: The bulls mentioned (in verse 13) open their mouths and tear me.

Who is "Aryeh Toref"?

Rashi: It is Nebuchadnetzar.

Radak: The enemy is compared to a lion. Normally, bulls do not tear; these bulls are like a lion that tears and roars. Aryeh is like k'Aryeh; the prefix Kaf is omitted, like "Gur Aryeh Yehudah" (Bereishis 49:9) and similar verses.

Why does it mention the lion roaring?

1.

Radak: A lion roars after it tears, amidst Simchah and pride - "ha'Yish'ag Arye ba'Ya'ar v'Teref Ein Lo ha'Yiten Kefir Kol mi'Me'onaso Bilti Im Lachad" (Amos 3:4). So the enemies, after they kill and plunder us, they rejoice and brag.

2.

Malbim: In addition to tearing, it roars, as if the victim did something to arouse its anger. So they, in addition to shaming me, they roar as if I did evil to them, and via this their anger increases.
