Rashi: All your kings.
Radak: All who supply your needs, i.e. the kings of Ashur and Egypt. They were like suppliers to them, and like shepherds.
Malbim: Your leaders (e.g. ha'Charash veha'Masger) and kings.
What is the meaning of "Tir'eh Ru'ach"?
Rashi: The east wind will crush them.
Radak: They will be broken very quickly, as if the wind dispersed them.
Radak citing Targum Yonasan: They will be scattered in every direction.
Malbim: Nebuchadnetzar exiled Yehoyachin, ha'Charash veha'Masger, and afterwards Yehoyakim.
Why will you be ashamed then?
Radak: What you trusted in will be finished off.
Malbim: The sword will reach the Nefesh (it is about to kill you).
