Seeing as Pasuk 25 already said "va'Yeishev Yisrael be'Chol Arei ha'Emori", why does the Torah repeat it here?

Moshav Zekenim (on Pasuk 25): Initially, Yisrael dwelled in the cities. 1 Here, after they conquered the entire land, they dwelled [even] in the villages.

The word "Ivrim" should say "be'Arim", it is a printing mistake. (PF)
