What is this Pasuk telling us?

R. Bachye #1 (citing Bava Basra, 78b): "Va'niram" - 'The Rasha says that there is no High One (Ein Ram)'; "Avad Cheshbon" - 'the reckoning of the Master of the World is lost'; "va'Nashim ad Novach" - 'there will come a fire that does not require fanning'; 2 "asher Ad Meidva" - 'until his Soul is saddened', or 'until Hakadosh-Baruch-Hu does what He wants with him'. 3
R. Bachye #2: 'When we stoned them, 4 they lost their sovereignty up tto Divon ... '.
R. Bachye #3 and Seforno: It is referring to Yisrael's demolition of the kingdom of Sichon and his army at the hand of Yisrael. "Vaniram Avad Cheshbon" - 'And Cheshbon lost its sovereignty, its fire and its flame 5 up to Divon'.
Rashbam: "Va'niram" means 'And we drove them out of their land'. 6
Targum Yonasan: With reference to 21:29:2:2 - to a place where they will learn Torah, and their sons and daughters will be sent far away, exiled by the sword opposite those who rule over the Torah (the Rabanan - Peirush Yonasan) - the Amora'im and those who speak in Torah'. 7
These are all names of towns in Mo'av.
