What is "Masa ba'Rav"?
Rashi: It is a Nevu'ah about Aravim.
Radak: It is about Arav, Bnei Kedar 1 (Malbim - they fell to Sancheriv). The prefix Beis in ba'Rav is in place of Al, like "Ken Yinasen Bo 2 " (Vayikra 24:20), "ha'Behemah Asher Ani Rochev Bah" (Nechemyah 2:12).
Kedar was a son of Yishmael (Bereishis 25:13). Below (16-17) it mentions Bnei Kedar. (PF)

Radak, Malbim: This refers to caravans of Bnei Dedan 2 , which used to pass in Arav. Now that Arav was destroyed, you will lodge in the forests, for you will not find tents to lodge in, for the tents of Kedar were destroyed. Malbim - Bnei Kedar used to host guests. Aravim do so also nowadays.
Kli Paz cites Rashi to say Dodeichem.
We find that a grandson of Kush was named Dedan, and also a grandson of Keturah (Bereishis 10:7, 25:3). Surely Radak refers to the latter. (PF)
