Why does it say "ul'Veis Melech Yehudah Shim'u"?

Radak: "Say" [to them] is omitted. Above it says "v'El ha'Am ha'Zeh Tomar" (verse 8). Verses often omit what is understood. Beis Melech is the king, his sons and officers; they are his family.
