What is the meaning of "Ra'ah Kol ha'Ba Alav v'Amad"?

Rashi: The man standing near the body saw that everyone who came, stopped. Malbim - earlier, the verse said so about "Kol ha'Am", i.e. those who were at the scene of the murder.
