Why does it say "b'Chol Shivtei Binyamin"?
Rashi (from Tanchuma Yashan Vayetzei 20): The 10 families of Binyamin [from his 10 sons] are considered 10 Shevatim, so that there are 12 Shevatim from Rachel.
Radak: A Mishpachah is called Shevet and vice-versa. It says "va'Yakrev Es Mishpachas Yehudah" (Yehoshua 7:17). Another verse says "mi'Kol Mishpachos Shivtei Binyamin" (Shmuel 1:9:21). A big family is called a Shevet. They said, we 10 families 1 will fight the 10 Shivtei Yisrael; Levi did not fight. (Efrayim and Menasheh count as one - PF.)
Rashi (refer to Bamidbar 26:13:2:1 and the note there) citing the Yerushalmi: The census in Pinchas lists only five families from Binyamin, for after Aharon died, Levi fought people who wanted to return to Egypt, and killed the other five! Perhaps they were not listed for very few remained from them, and they became populous again before Pilegesh b'Giv'ah. It is hard to say so according to Seder Olam, that Pilegesh b'Giv'ah was shortly after Yehoshua died. (PF)
