Why does the Torah insert the (otherwise superflous) phrase "Ve'as'sah imcha Milchamah"?

1.

Rashi: To teach us that, if they don't make peace, rest assured that they will begin to fight. 1

See Sifsei Chachamim and Oznayim la'Torah.

2)

What are the connotations of "Vetzarta alehah"?

1.

Rashi: Even to the point of starving its inhabitants of food or drink or torturing them to death in some other way. 1

Refer to 20:10:1.1:1. The question remains however, as to when "Lehilachem alehah" refers, since if the enemy accepts the peace terms, they made peace, and if they didn't, they are permitted to starve them anyway?
