Was Yehoshafat liable for the Bamos?

Malbim: No - he did not offer on them like Asa did. "Ha'Am Lo Hechinu Levavam", and had Yehoshafat removed the Bamos, they would have rebelled against him. They considered it a Mitzvah to offer to Hashem everywhere, like it says "Hu Asher Hesir Chizkiyah Es Bamosav 1 ." They did not prepare their hearts to know that Avodah of the special (true) G-d is in a special place.
