Why does it say that Hashem gives Chachmah?

Rashi: This teaches that it is great, for it was given from Hashem's mouth. Therefore, you must acquire it.

Malbim: Man cannot attain the laws of Chachmah by himself. He can receive them only from Toras Hashem, and via learning from Chachamim who received from Nevi'im. However, via seeking it greatly, like one seeks money and hidden treasures, he will merit it via Ru'ach ha'Kodesh. Avraham's kidneys flowed with Chachmah, and he fulfilled the Torah before it was given. He receives Chachmah for a gift, until he will attain it himself.

Who receives "mi'Piv Da'as u'Svunah"?

1.

Mesilas Yesharim (Perek 11): Chasidim. Sin blunts one's heart, and removes the true De'ah and Ru'ach of Sechel that Hashem gave.

Malbim: Even though man can attain Da'as and Tevunah by himself - Da'as via investigating with his senses or axioms, and Tevunah via using his power of Binah in matters of Da'as that he attained, to understand a matter amidst another matter - his Da'as and Tevunah lack greatly. He attains them via great exertion, from the latter to the prior, from many tests and hypotheses. Often he errs. However, via Hashem's help, he receives from His mouth Da'as and Tevunah instantly and truthfully, without any mistake or doubt at all.
