Radak: This refers to ha'Aretz - "Chavel ha'Yam."

What is "Nevos Kros Ro'im"?

Rashi: It is a temporary dwelling where shepherds eat in the morning. Kros is like "va'Yochreh Lahem Karah Gedolah" (Melachim II, 6:23).

Radak: A dwelling of shepherds is called Neve - "Ani Lekachticha Min ha'Naveh" (Shmuel II, 7:8). "Nevos Kros Ro'im" is where shepherds dig so their flocks will be enclosed; this is like "Ki Yichreh Ish Bor" (Shemos 21:33).
