Why will Ed Sheker not be cleansed?

R. Yonah: After saying "v'Dal me'Re'ehu Yipared", it teaches another plague that comes from poverty. Due to his poverty he lies and denies a deposit or wages - "u'Fen Ivaresh v'Ganavti" (30:9).

Malbim: There is a difference between Ed Sheker and Kezev. Sheker is openly false; Kezev initially seems true. An Ed gives absolute testimony; Mefi'ach is weak speech, like one who blows with his lips. One who testifies open Sheker will surely not be cleansed; refer to 19:5:3:2.

What is "Yafi'ach Kezavim"?

R. Yonah: He constantly denies and lies in his talk.

Why does it say "Lo Yimalet"?

R. Yonah: He will be caught in one of his lies and be Chayav Misah, for great damage comes from lies. This is a bigger punishment than for an Ed Sheker, for he lies the entire day. An Ed Sheker fears to testify falsely in front of Beis Din, lest Beis Din investigate and do to him Ka'asher Zamam. If he testified falsely once, he will not repeat it. Also below (9) it says that a liar's punishment is greater - "Ed Shekarim Lo Yenakeh v'Yafi'ach Kezavim Yoved." Shlomo intends to wake the Atzel from his sleep, and denounce the Oni and one who needs [money from] people 1 , for "Dal me'Re'ehu Yipared" (4) "v'Yafi'ach Kezavim."

Malbim: Also if he did not testify, just he enunciated with his lips, and also if he said Kezavim, which initially seem Emes, he will not escape. In the end his Kezev will be revealed, and he will be punished.
