Radak: When the redeemer comes, I will rest from My clamor against them - "Lema'an Tziyon Lo Echesheh u'Lema'an Yerushalayim Lo Eshkot Ad Yetzei cha'Nogah Tzidkah" (62:1); then, when its Tzedakah will radiate, I will rest.

Malbim: Initially, Hashem will allow Ashur to destroy many nations.

What is the meaning of "v'Abitah vi'Mchoni"?

1.

Radak: I will look at the Beis ha'Mikdash for the good.

2.

Malbim: I will look at Yerushalayim and the Beis ha'Mikdash, so that your (Ashur's) evil not pass there.

What is the meaning of "k'Chom Tzach Alei Ohr"?

1.

Rashi: He will illuminate and shine for him like the heat of the sun is bright on vegetables. ["Ohr" is vegetables,] like "Lelaket Oros" (Melachim II, 4:39).

Radak: This is rain, like "Yafitz Anan Oro" (Iyov 37:11). When the sun is clear on the ground after rain, it is good for vegetation - "mi'Nogah mi'Matar Deshe me'Aretz" (Shmuel II, 23:4).

Malbim: I will be like heat that dries after rain. It stops the bad of rain and its flooding, and causes that the rain is Brachah.

What is "k'Av Tal b'Chom Katzir"?

1.

Metzudas David: It is a cloud that brings dew amidst the heat of harvest. Rashi - the harvesters desire it to revive them amidst the heat. Radak - it cools the air. It says Tal, and not rain, for rain harms the harvest; dew benefits and does not harm.

Malbim: Just like a cloud of dew prevents the evil of the heat of harvest, so I will stop your (Ashur's) evil and convert it to a Brachah, and it will be eternal renown for Yisrael. The verse mentions opposites - how dryness stops moisture, and how moisture stops aridity. So I will do opposite actions - after I prepare you to chastise nations and eradicate them, this will be a cause of aggrandizing Chizkiyah and the glory of Yisrael.
