Rashi and Rashbam: As in Esther 7:10 - "va'Chamas ha'Melech Shachachah" (and in Bereishis 8:1 "va'Yashoku ha'Mayim" - Rashi).

Following the signs of ?the swallowing?, ?the burning?and ?the plague?, what was there still to compain about?

Bachye: ?The swallowing? negated the claim of the Bechorim, 1 ?the burning?, the claim of the Kehunah Gedolah, whereas ?the plague came as a punishment because they rejected the appointmen of the Levi?im in place of the Bechorim. The sign of the staffs was to consolidate tha appointment, since they continued complaining. 2

Riva (citing R. Tam of Orleans): Hashem meant that they will cease complaining what they already complained about - the people who were burned. Pasuk 27 is a new complaint. 1
