What is the meaning of "ha'Davar Dibarti"?

What is the Chidush that the Shoftim did not think to build it? Yisrael were commanded to appoint a king and exterminate Amalek before building it (Sanhedrin 20b). They did not wipe out Amalek, and the Shoftim did not have the law of king (their sons did not rule after them)! (PF)
Why does it say here "Echad Shoftei Yisrael", and in Shmuel II, 7:7 it says "Es Echad Shivtei Yisrael"?
Radak: The Shofet and the leader is called Shevet, e.g. "Lo Yasur Shevet mi'Yehudah" (Bereishis 49:10), "Shevet Mishor Shevet Malchusecha" (Tehilim 45:7) (Malbim - or "Shevet Moshlim" (Yeshayah 14:5)).
