What is the meaning of "Yir'am ha'Yam [u'Mlo'ah]"?

'Rashi': All creations (Radak Tehilim 96:11 - fish) in the sea. This is like "Ranu Shamayim Ki Asah" (Yeshayah 44:23).

Rashi (Tehilim 96:11): It will raise its voice in praise 1 .

Malbim: This is one way that Shamayim can go according to nature and the land according to Hashgachah at the same time. The sea goes out and floods the world if it is liable.

Why will they rejoice?

1.

'Rashi': He returned the Aron to us, and sent damaging angels to do Mishpat to the Pelishtim.

Malbim: Even though Shamayim does not change, and it gives its rain normally, the land is excited according to deeds. If naturally, there should be little rain, even so the field and all in it will rejoice, for the rain will fall only on the fields, and they will produce grain. This is another way that Shamayim has Simchah and the land has Gilah. Also refer to Tehilim 96:12:4:2.

What is "v'Chol Asher Bo"?
