Seeing as there is only one Sa'ir Chatas, why does the Torah add "asher la'Am"?
Rashi: To teach us that the Sa'ir, which atones for the people, atones for the sme sins as the Par atones for atones for Aharon. 1
Seforno: To teach us that Aharon Shechted the Sa'ir only after he had finished the basic atonement for himself 2 with the blood of the Par. 3
Targum Yonasan: To teach us that the goat must be bought with the people's money.

The Torah has told Aharon to sprinkle the blood of the Sa'ir once above (See Torah Temimah, note 59) and the blood of the Par seven times below. How many times does he sprinkle the blood of the Sa'ir below and the blood of the Par above?
How could they offer Par and Se'ir Yom Kipur in Bayis Sheni, without the Aron? It says "Chukah", so [the Kapores, i.e. the Aron's cover] is Me'akev!
Riva, citing Toras Kohanim: "B'Zos" includes even when there is not a Kapores.
