Who is "Maskil Al Davar"?
Rashi: One who puts to his heart to contemplate his words.
R. Yonah: He uses his Sechel about everything that he wants to do.
Malbim: He uses his heart to choose means that lead to the desired end. This is unlike Hatzlachah, which is [success] due to chance and Mazal.
What Tov will he find?
R. Yonah: He will have benefit and success many times, for many times there is loss from lack of understanding and counsel.
Malbim: The end that he desired.
Why is "u'Vote'ach ba'Shem Ashrav"?
Rashi: When he weighs his ways and sees a Mitzvah with danger or monetary loss, he trust in Hashem and does it - this is his happiness!
R. Yonah #1: When he contemplates what he wants to do, if he resolves that his Sechel cannot carry it out, but it will occur as the Creator desires, and he investigates merely to fulfill his obligation 1 , he is happy. It is proper to view everything like this, for Bitachon in Hashem is part of perfection. This is like "Betach El Hashem b'Chol Libecha v'El Binasecha Al Tisha'en" (3:5). Our verse adds that with Bitachon, one must contemplate his deeds, and refrain from what Sechel distances.
R. Yonah #2: If he does not rely on his Sechel, only on Hashem's mercy, even when he does not see a way to succeed - he is happy.
Malbim: He does not think at all about how to achieve his goal. He trusts in Hashem to do everything according to Hashgachah. He is happy, for this is success of the Nefesh, which is greater happiness than over [physical] success.
