Who are "Nidachai"?
Rashi: Bnei Yisrael who flee. Radak - Hashem calls them 'Mine'.
Malbim: They are Mo'av. The Char who rules over Mo'av calls his subjects Nidachai.
Why does it say "[Mo'av] Hevi Seser Lamo"?
Rashi: Also you know the soul of wanderers, what is their affliction.
Radak: "Mo'av" calls out to Mo'av, like "Moshe Moshe" (Shemos 3:4). When Yisrael were cast from their land and passed through your land, they should have dwelled with you, and you would hide them from the plunderer, i.e. Sancheriv.
Malbim: Melech Mo'av tells Yehudah, not only should you not hand over my nation to the enemy - you should hide them from the plunderers.
Why does it say "Ki Afes ha'Metz"?
Rashi: Your Motz - the wealth and honor that you had via your flocks and cattle, from which you are Motzetz (suck) milk and butter, it finished.
Radak: You should have hid them, for now their plunderer, and the one who sucked all good [from them] and trampled their land, they ceased 1 . This refers to [after] Sancheriv fell near Yerushalayim.
Malbim: The verse depicts Mo'av and the enemy that sucks their fat and property, like an animal with much milk in its udder, and another animal sucks all its milk. Mo'av says, indeed, the oppressor ceased from our borders - but this is only because "Kalah Shod" (it already sucked all the milk from our udder).
Since their plunderer ceased, there is no need to hide them now! Radak explains why you should have hid them. Do not say that it would not help, for the enemy will come and find them - the enemy ceased! (PF)
Why does it say "Kalah Shod"?
Rashi: This is an expression of breasts that supply milk, like "v'Shod Melachim Tinaki" (60:16).
Radak: Shod is To'ar (a kind of person); this is like Shudad (plundered). The same applies to "ha'Mavlig Shod Al Az" (Amos 5:9).

What is "[Tamu] Romes"?
Rashi: Your animals, which trample on the ground.
Malbim: Not only did milk cease from the udder - even the animals, which trample on the ground, were finished! The Nimshal is, not only was our wealth and property finished - the land is also desolate from residents.
