Rashi and Targum Yonasan: It teaches us that however many bulls, rams or lambs one brings, one must bring the equivalent number of Menachos. 1

Sifri: It teaches us that one is not premitted to detract from the specified amounts, and "Kachah Ta'asu ... ", that one may also not add to them. 2
