To whom was the land given?

Rashi (18-19): To Yehudah and Reuven, who confessed about the episodes of Tamar and Bilhah. Yehudah merited eternal kingship. Both of them received inheritance in Eretz Yisrael 1 . Because they admitted, they were not expelled from their inheritances due to their sins.

Devar Eliyahu: Chachamim ruled in the land, therefore they were able to know everything.

3.

Malbim: All Chachamim sense that they act in the land like they desire, i.e. they have choice.

Rashi (Sotah 7b): Reuven was the first Shevet to get a share of Eretz Yisrael.

Where do we find that "v'Lo Avar Zar b'Socham"?

Rashi #1: Moshe blessed Yehudah immediately after Reuven (Devarim 33:6-7).

Rashi #2: In the future division of Eretz Yisrael, Reuven and Yehudah will be neighbors (Yechezkel 48:7)

Malbim: No foreign power forces them to act against their desire.
