What are "b'Chutzosav"?

What is the significance of going in the markets, roofs and streets?
Radak: They will openly wear sackcloth, wail and cry. Malbim - roofs are more revealed, for they are elevated. Rechovos are places where many gather.
What is "Yored ba'Bechi"?
Rashi: He groans amidst crying, like "v'Yaradti Al he'Harim" (Shoftim 11:37), "Zechar Anyi u'Merudi" (Eichah 3:19).
Radak: This is an exaggeration. It is as if his entire body descends and melts amidst crying.
Radak citing Targum Yonasan: He will descend screaming. This is like "Arid b'Sichi" (Tehilim 55:3), even though [Arid] is not from the root [Yored].
Malbim: Everyone descends and is broken from great crying. Even so, they were not aroused at all to go to war.
Why does the verse begin in the plural (Chagru), and end in the singular (Yored)?
Radak: The singular applies to the Klal, and the plural to the individuals.
