Why does it say both "v'Shaktah ha'Aretz" and "v'Ein Imo Milchamah"?

Gra: The land was quiet from afar, and there was no war nearby.

Hagahah in Gra: This is unlike the Vilna Gaon wrote above (Divrei ha'Yamim I, 4:40, that Shaktah is from war with other nations 1 ! Rather, "v'Shaktah ha'Aretz" from wars with other kings, and "v'Ein Imo Milchamah" ? there was no internal fighting.

Why does it say "ba'Shanim ha'Eleh"?

1.

'Rashi' (6): Now there was no war, but later, after the 10 years of serenity (13:23), there was war. (Refer to Melachim I, 15:16:1:1,2 and the note there.)

Malbim: Even though it was a time of Cherum (hostility), like it says below (15:5), Hashem gave to him respite.
