Why does the Torah write "Veyatzak ha'Kohen al Kaf ha'Kohen" and not 'al Kapo'?

Nega'im, 14:9: To teach us that Lechatchilah, 1 the Kohen should pour the Log of oil on the hand of another Kohen and not on his own.
