Radak: Grammatically, this is difficult. "Na'aneisi" and "Na'aneh" (7) are Nif'al conjugation, but Hashem acts! He answers the one who screams to Him ? "Aneini Hashem Aneini", "Asher Ya'aneh va'Esh Hu ha'Elokim" (Melachim I, 18:37, 24). The one who screams to him is Ne'eneh. We must say that Ma'aneh has two meanings. (a) It is beginning to speak, like the first "va'Ya'an Iyov" (Iyov 3:2), "v'Anisa v'Amarta" (Devarim 26:5). (b) Usually, it is answering speech. When it says that Hashem is Oneh, He answers one who calls and screams. When it says Na'aneisi and Na'aneh that Hashem is Oneh, He is Na'aneh (the object) of one who is Oneh (begins to call and scream).
