Having already told us that Moshe sent the spies in Pasuk 3, why does the Torah repeat it here?

Why did Moshe instruct the spies to enter the land via the south?

1.

Rashi: Because it was the most inferior part of Eretz Yisrael, and merchants tend to first display the poor-quality goods before taking out the best. 1

Ramban (in Pasuk 2) and Seforno: Because Yisrael were encamped in the south, and would begin the conquest of Eretz Cana'an from there. 2
