Rashi: This is like Bil'am. Hashem told him "Lech Im ha'Anashim" (Bamidbar 22:35), and he gave an evil counsel to Balak, therefore he fell via the sword.

R. Yonah: Verse 16 said that a Kesil exposes his deeds, even though people normally hide such deeds. Revealing secrets is worse, for it harms others. The worst is a Shali'ach who reveals secrets, for they trusted him and hired him. Revealing the secret nullifies his mission! Therefore he is called "Mal'ach Rasha." He will not be cleansed - in the end, "Yipol b'Ra."

Malbim: Tzir is one who returns to bring an answer [to the sender]. The Mal'ach Rasha does not do his mission. He ruins it, and does not bring an answer like he was sent, like the Meraglim; they fell in evil - "va'Yamusu

What is the case of "v'Tzir Emunim Marpei"?

Rashi: This is Moshe Rabbeinu.

R. Yonah: This is a Shali'ach who covers a secret - "v'Ish Emunim Mi Yimtza" (20:6). He heals the mission, and fixes more than the senders warned him. It goes without saying that he does not ruin it via revealing, like the Mal'ach Rasha!

Malbim: He goes faithfully and returns an answer, like Kalev and Yehoshua. He heals the wound of the Mal'ach Rasha.
