What does "Kol ha'Nimtza" refer to?
Rashi: Everyone found outside.
Radak: Everyone found in the city from another nation.
Malbim: Someone found alone on the road. This is why "Ish El Amo Yifnu" (14; they will seek to flee together).
What is "v'Chol ha'Nispeh"?
Rashi: Everyone added to the city to take refuge with them in the siege. Nispeh is an expression of addition 1 , like "Sefos ha'Ravah" (Devarim 29:18), "Sefu Shanah Al Shanah" (below, 29:1), "Sefu Al Zivcheichem" (Yirmeyah 7:21).
Radak citing Targum Yonasan: It refers to those Nosaf (added) to the city. The matter is repeated in different words.
Radak: Some say that Nispeh refers to death, like "v'Yesh Nispeh b'Lo Mishpat" (Mishlei 13:23).
Malbim: It is everyone (from other nations) added to Bavel's army to fight the enemy. All will die; therefore, "v'Ish El Artzo Yanusu."
I.e. from the root Safah; so Rashi explained in Devarim and Yirmeyah. However, here he cites an old French word for refugee. This requires investigation. (PF)
When will "ha'Nispeh" fall to the sword?
Rashi: When the city will be captured.
Radak: When it is one's time to die, he will not die on his bed, rather, via the sword.
