What do we learn from "Yad Charutzim Timshol"?
Rashi: This refers to Yesharim; they will become rich.
R. Yonah: The hand of one who makes wealth with Tzedek and Mishpat, it will rule - "Ashir b'Rashim Yimshol" (22:7).
Malbim: Charutzim is used opposite Atzel and opposite a Ramai. He does his work diligently and straightly, without laziness or deception. He is not hasty to become rich without toil - "Machshevos Charutz Ach l'Mosar v'Chol Atzel Ach l'Machsor" (21:5). Via his diligence he becomes rich. Such people will rule the land.
Why does it say "u'Remiyah Tihyeh la'Mas"?
R. Yonah: Nefesh Remiyah, who makes wealth against Mishpat, he will fear people and be submissive to them, lest he be disgraced; they will shame him for his deeds. Or, people will overpower and bring him to judgment. They will obligate him to return the theft in his hand, or he will be Chayav Misah to the king. Malbim: The Atzel and swindler will be poor and lowly and pay taxes, like slaves to their masters.
