Radak: This is like "Lamedeni Chukecha" (12). It is repeated to strengthen the request.

Malbim: The reason for Pekudim is clear; they are a remembrance of wonders that Hashem did in the past, e.g. Zecher li'Ytzi'as Egypt and similar matters. However, their path is not understood. Miraculous ways are above man's understanding. Therefore, he requests to understand the wonders and their secrets, "and I will speak of Your wonders."
