Radak #2: In a prophetic vision, Hashem told Zecharyah to take the Kli of a foolish shepherd. This hints to a king who will rise in Yisrael in Bayis Sheni who will act with lunacy. Kelim of a [normal] shepherd are a sack in which he puts bread to eat and a cup to drink from it, and other matters that he needs in the Midbar while tending the flock. A foolish shepherd, his Kli is open and inferior. His bread falls from it. When he lacks food, he is angry at the flock and hits them without compassion. The Yud at the end of Evili makes it an adjective, like the Yud in Achzari. This refers to Melech Hurdus, who was a slave from Beis Chashmona'i. He stood against them and killed them. He took a wife from them, and conducted his kingship with lunacy. He killed his wife and children, and did many evils in Yisrael. Targum Yonasan is 'prophesize about a foolish leader.'
