Rashi: Those who will see the salvation. They will say to write it, to tell it to the last generation.
Malbim: Hashem commands His angels to write in a Sefer Zikaron the Tefilah that they pray at the time of the Churban for the Ge'ulah.
Why does it say "v'Am Nivra"?
Rashi: It is made a new creation, to go to freedom from slavery, and fast darkness to great light.
Radak: Refer to 102:19:3:1.
Who will praise Hashem?
Radak: The next generation, which did not see the wonders of the salvation, for they were created (born) afterwards, they will see written how it was, and praise Hashem for the wonders that He did for their fathers.
Malbim: The last generation, which will be at the time of the Ge'ulah.
