Malbim: This was opposite to Bnei ha'Nevi'im. They prepared for prophecy through Avodah and Tefilah at the Bamah, and then received prophecy. Sha'ul received the Ru'ach from above without preparation, to prepare him for Kedushah and Yir'as Hashem, and then came to the Bamah to pray and serve Hashem.
