Bearing in mind that they burnt the goat and did not eat it anywhere else, why did Moshe need to add "bi'Mekom ha'Kodesh"?

Rashi: It refers to another question that he asked the sons of Aharon ? 'Perhaps you burned the goat because it was taken outside the Azarah, which renders Kodshei Kodshim Pasul?'; and it was following their reply in the negative that he added 'Since it was in the Kodesh, why did you not eat it?'

Zevachim, 101a: The Pasuk incorporates five questions that Moshe asked the sons of Aharon 1 : 1. 'Was the blood taken inside the Heichal?' to which they replied "Hein Lo Huva Damah ... ". 2. 'Was the goat taken outside the Azarah'? ? 'Hein ba'Kodesh Haysah!'; 3. Perhap you brought it ba'Aninus thereby invalidating it?', 'To which Aharon replied 'It is not they, but I who sacrificed it (and I am permitted to do so)? 4. 'Perhaps in your bitterness, you were negligent and rendered it Tamei?' ? 'Moshe (my brother), is tht how you perceive me ? that I would despise Kodshei Shamyim ... ?'. 5. 'If so, why did you not eat it, in keeping with my command to eat it ba'Aninus?' ? 'Moshe, perhaps you were only told about Aninus Yom, which is learned via a Kal vas'Chomer from the more lenient Ma'aser Sheini, 2 where the Torah writes 3 "Lo Achalti be'Oni mimenu", but not about Aninus Laylah!' ? "And Moshe heard and it was good in his eyes!"

What was Moshe referring to when he said "ve'Osah Nasan lachem Laseis es Avon ha'Eidah"?

Rashi, Seforno and Rashbam: He was referring to the goat of the Musaf of Rosh Chodesh (which atoned for Tum'as Mikdash ve'Kodashav ? Rashbam). 1

'Kohanim Ochlim yu'Ba'alim Miskaprim' ? and since they were oligated to eat ot, in order to attain a Kaparah on behalf of the congregation, they did not have the authority to burn it (Seforno).

Why was Moshe upset that one goat was burned? [At most] four Kohanim cannot eat three Chata'os in one day!

Rashi: Their eating brings Kaparah only regarding Se'ir Rosh Chodesh. (They should have eaten it first.)

Toras Moshe (in Pasuk 19): They should have eaten at least a k'Zayis [of each] 1 , since then the owners get Kaparah.

Kol Mevaser (2:28:37) infers that the Rambam agrees. Hadar Zekenim (in Pasuk 5) asked how four Kohanim (like the opinion in Zevachim, 101a that Pinchas was already a Kohen) ate four goats, and left this difficult. (Perhaps there is a printing mistake; the text should say 'two goats', or 'how could they eat three goats.' In any case, what is his source that the other goats were totally eaten? Perhaps he holds that the entire Chatas must be eaten for full Kaparah, and if any part was burned, it is as if all was burned! - PF)

Why did Moshe ask why they didn't eat the Chatas "bi'Mekom ha'Kodesh"? They did not eat it at all?

Rashi: Because it implies that, had it left the Kodesh place (Chatzer ha'Mishkan), it would have cecome disqualified. 1

Moshav Zekenim: This is like the Sifra. The Gemara in Zevachim 101a learns it from "Tochlu osah ba'Kodesh" in Pasuk 18.
