"va'Hashem Nihag Ru'ach Kadim ? ". Why does the Torah add the 'Vav' in "va'Hashem"?
R. Bachye: it refers to Hashem's Beis-Din. 1
Refer also to Bereishis, 19:24:0.1:1.
Why did Hashem send specifically the east-wind to transport the locusts?
Rashi: Because Egypt is in the south-west (of Eretz Yisrael, as the Torah explans elsewhere.
R. Bachye: Because the east-wind is designated to bring on punishments, as we find in numerous places. 1
See R. Bachye, who lists the Galus of Yehudah and Binyamin, the Galus of the ten tribes, Galus Tzor, Yonah and Gog and Magog.
"ha'Boker Hayah ? ". What is the significance of the fact that the locusts arrived in the morning?
R. Bachye: Because the punishment of Resha'im always takes place in the morning 1 - as does the reward of Tzadiim. 2
R. Bachye: Like we find by Korach "Boker Veyoda Hashem es asher Lo", and as the Pasuk writes in Tehilim "la'Bekarim Atzmis Kol Rish'ei Eretz".
R. Bachye: As Hashem said to Moshe "Veh'yei Nachon la'Boker" (34:2), and as the Pasuk writes in Eichah 3:23 "Chadashim la'Bekarim ... ".
