What is the meaning of "Ba Al Ayas"?
Rashi (based on Targum Yonasan): The verse counts and lists Sancheriv's travels against Arei Yehudah [Radak - and Binyamin] to come to Yerushalayim on the day of his downfall. Ayas, Migron, Michmash, Ramah, Giv'as Sha'ul, Bas Galim, Laishah, Anasos, Madmenah and Gevim are places 1 . Radak - most of these places are not mentioned in Sefer Yehoshua, for a city can have two names.
Rashi (31, from Sanhedrin 94b): Sancheriv made 10 2 journeys on the day he came to attach Yerushalayim.
Malbim: The Navi tells how Melech Ashur came with great strength, and the entire land melted in front of him, yet Yerushalayim and Har Tziyon mocked his strength, for they knew that he will fall.

Why does it say "l'Michmash Yafkid Kelav"?
Radak, Malbim: This is like b'Michmash; the Lamed is in place of a Beis, like "Haragti l'Fitz'i" (Bereishis 4:23), "Lifneichem l'Charev" (Vayikra 26:7) and similar verses.
