What are the connotations of "Keri'ei ha'Eidah"?

Rashi #1 and Targum Yonasan: It means that they were summoned to tend to all communal matters (that concerned their tribe).

Rashi #2: It means 'the greatest (most important) men of the community'. 1

Targum Onkelos: It means 'These are the chosen men of the community'.
