Why does it say "Peresah Tziyon b'Yadeha"?

What is the meaning of "Tzivah Hashem l'Yakov Sevivav Tzarav"?

Even when Yisrael were exiled to Bavel and Ashur, Sancheriv exiled their enemies Amon and Mo'av and stationed them by Yisrael, and they vex them. This is like it says in Kidushin (72a), the entire city of Humiya in Bavel is Amonim.

Ibn Ezra: Hashem decreed that enemies around Yerushalayim will be Metamei it, and it will be like a Nidah.

What is "l'Nidah"?
