Why do they call before they seek?

Malbim: The verse depicts that initially Chachmah is still close to them, so they call it, just it does not answer. Later it will distance from them to the point that they will seek it, and not find it. The first applies to Kesilim who know the laws of Chachmah, but do not guard them due to their desires. After it discusses Evilim who are unsure about the laws of Chachmah, or Pesayim, who do not know the laws of Chachmah at all.
