R. Yishmael says, [he can make up to] half Chulin and half Terumah. R. Akiva says, as long as he leaves some Chulin;

ומפרש בירושלמי טעמא דרבי ישמעאל דראשית דגנך דיו לראשית שיהו כדגן.

The Yerushalmi explains that R. Yishmael learns from "Reishis Deganecha" - it is enough for the Reishis (Terumah) to be as much as the grain exempted, but it should not exceed it).
