(1) The reason is because since first purse was definitely taken, it is assumed that all of the coins were taken along with it, and the coins that are now in its place are not the same coins.
(2) Rebbi and Rabanan argue about this in the Beraisa. Rebbi holds that the remaining coins are Ma'aser (out of doubt). The Rabanan hold that all of the coins are Chulin, for we assume that the Ma'aser was removed and the coins that are there now are other coins that were not Ma'aser.
