can you plaese define for me a Pelach as on Daf 7 A it seems to be larger than an Ir as the requirement is in each pelach but not ir out side Israel but on page 12B it seems that itis smaller by A levi who goes from Pelach

2. The Kollel replies:

Pelach is a flexible word. On Daf 7a, it is used to define a country or state. However, on 12b it seems that it has to mean a city, as indicated by the Hagaos ha'Bach's definition of Rashi (see also Tosfos in Zevachim 117a, DH "Ir").
