The "Kares" mentioned in the first verse refers to the prohibition of having a thought of "Chutz *l'Zemano*," since "Chutz l'Zemano" is more similar than "Chutz l'Mekomo" to the actual prohibition of Nosar. The words "Avono Yisa" of the "short verse" refer to the Chiyuv Kares of *Nosar*, as we derive from the Gezeirah Shavah of "Kodesh - Kodesh."
