(1) Rebbi Meir holds that the Kidush was not for the removal of the old
Begadim, but in preparation for the donning of the new Begadim after his
Tevilah. Therefore, even at the time of the first Tevilah -- when he changes
from Bigdei Chol to Bigdei Kodesh -- he must do Kidush Yadayim v'Raglayim
before the Tevilah (31b).
