(1) It is Mutar, though, to wash one's face, hands, and feet in hot water on a Ta'anis.
(2) This applies to any part of the Avel's body.
(3) It is over this point that the Amora'im disagree. The Gemara's conclusion is like Rav Chisda; an Avel is prohibited from washing all of his body, even in cold water, and *any* part oF his body in hot water (but he may wash his face, hands, and feet in cold water).
