Why does it say "v'Eleh Divrei David ha'Acharonim"?

Rashi, Targum Yonasan: This is his last Nevu'ah. The first were Shirah in the above Perek. All the songs and praises that he said are not called Devarim.

Radak: This is the last of his praise and thanks to Hashem for establishing him in his kingship. After this, he did not have Ru'ach ha'Kodesh.

Malbim: After David arranged the Sefer of his Tehilos in his old age, he 'signed' his name to inform who composed it, and for whom he composed it, and at what level the matters came - via intellect or from Ru'ach ha'Kodesh, and he added to it a Nevu'ah about the future of his kingship

Why does it say "Ne'um David ben Yishai"?

Malbim: This teaches that the songs in that Sefer (Tehilim) encompass three matters. (a) Zemiros that he said about himself - among them, before he was anointed, when he was a shepherd. About this it says Ne'um David ben Yishai. (b) Zemiros that he said after he was anointed, and after he became king, regarding matters of his kingship, both when he was pursued and when he succeeded in his kingship. About this it says Ne'um he'Gever Hukam Al to be Mashi'ach Elokei Yakov. (c) Zemiros that he composed for the sake of Klal Yisrael, whether they tell the wonders of Hashem, or prayers or praises for the nation as a whole. About this it says Ne'im Zemiros Yisrael.

What is the meaning of "Hukam Al"?

Rashi: He was established above.

Radak: He was established to be supreme and king.

Why is David called Ne'im Zemiros Yisrael?

1.

Rashi: Yisrael sing only his Mizmorim in the Mikdash.

2.

Radak citing Targum Yonasan: He is prepared to tell in a nice voice the praises of Yisrael.
