Rashi citing Targum Yonasan: It is a land in which there is a Navi. Tzof is like Tzofeh (one who sees with Ru'ach ha'Kodesh.)

What is the meaning of "he will refrain from the donkeys"?

Rashi: He will worry 1 so much about us that he will forget about the donkeys.

Radak: Yonason translates "Da'ag" as Yatzif. This means fear, as in Bereishis Rabah 56.
